In a letter sent to Cambodian League 2 General-Managers the criteria for promotion and relegation to the Cambodian Premier League has been announced. And while they are a little bit complicated, it does at least show that there is a pathway to promotion for the four “real” clubs participating in the division.
BPVE have printed the letter in full and will do a follow up article covering what this exactly means to clubs.
Letter to CPL 2 Clubs
Subject: Principles and Requirements for Promoting the Club of Cambodian League 2 2023- 2024 to the Cambodian Premier League in 2024-2025
Reference: Competition Regulation of Cambodian League 2 2023-2024
As mentioned in the above subject and reference, we would like to inform the General Secretary be informed that based on the Competition Regulation of the Cambodian League 2 2023-2024, the Cambodian Premier League would like to set the principle and requirement eligibility from the Cambodian League 2 2023-2024 promote to the Cambodian Premier League 2024-2025 as below:
1.4.1. Authorization for the top 2 clubs in the Cambodian League 2 of 2023-2024 be automatically promoted to the Cambodian Premier League 2024-2025 once the clubs have fulfilled the club licensing and not affiliated clubs (any clubs who owns clubs in Cambodian Premier League). Rankings are ranked in ascending order: 1st, 2nd and 3rd.
1.4.2. In case the 1st and 3rd ranking clubs have fully fulfilled the club license and the 2nd ranking club has not fully fulfilled the club license, then the 1st and 3rd ranking clubs will automatically promoted to the Cambodian Premier League 2024-2025.
1.4.3. In case the 1st ranking club does not fully fulfill the club licensing and the 2nd and 3rd ranking club fully fulfills the club licensing, the 2nd and 3rd ranking club will be automatically promoted to the Cambodian Premier League 2024-2025.
1.4.4. In the event that only one club among the 1st to 3rd ranking clubs has fulfilled the club licensing, the club will play-off (Home & Away) with the 10th ranking team in the Cambodian Premier League 2023-2024.
1.4.5. In the case of 1st to 3rd ranking clubs have fulfilled the club license, the 1st and 2nd ranking club will automatically be promoted to the Cambodian Premier League 2024-2025, and the 3rd ranking club will play-off (Home & Away) with the 10th ranking club of the Cambodian Premier League 2023-2024.
1.4.6. Affiliated clubs (any clubs who owns club in Cambodian Premier League) shall not be taken into the ranking.
1.4.7. The case of the 1st, 2nd and 3rd ranking of the Cambodian League 2 2023-2024 cannot fulfill the club lisencing and unable to participate in the Cambodian Premier League 2024-2025; therfore, the number of football club in the Cambodian Premier League 2023-2024 remains the same.
1.5. In the case of club promoted from Cambodian League 2 to Cambodian Premier League with the affiliated clubs (any clubs who own club in Cambodian Premier League), the club that is promoted to the Cambodian Premier League is not allowed to participate unless the club in the Cambodian Premier League with the same owner/ manager in Cambodian League 2 to be relegated and relegated from the Cambodian Premeir League to the Cambodian League 2 due to the lowest score in the Cambodian Premier League at the end of the season.
1.6. CPL reserves the right to grant or deny the entry to the Cambodian Premier League 2024- 2025 based on the club has applied to meet the conditions as stated and precise or not. This decision will be made and informed after the club’s application. The CPL’s decision cannot be declined.
It should also be noted that the right to participate in the Cambodian Premier League 2024-2025 is not only limited to the ranking in the Cambodian League 2 2023-2024; the club must fully meet all the requirement of the Club Lisencing to be eligible to participate in the Cambodian Premier League 2024-2025.
