Who are ISI?
Originally formed in 2016 they initially took a slow approach to professional football, participating in the Cambodian Second Division, before taking things up a notch in 2022.
This saw the club not only compete in the Cambodian Second League AKA CPL 2, but also invest a lot of money in their squad.
Alas they were eventually pipped to the CPL 2 title by the dearly departed EDC FC, but as is the case with the modern CPL this was not a barrier to promotion. They will now take part in the expanded CPL 1 with the original 8 clubs, plus 5th placed CPL 2 side Prey Veng.

Who are the foreign players?
Namely Abdel Kader, Ivory Coast, Louis Willy, Cameroon, Uwaru Samurai, Sierra Leone, Chen Jin-Ryeong, South Korea, Kazu Yanagidate, Japan and the BPVE favorite Jhon Frith of Timor-Leste.
You can read our interview with Frith here.
Their choice in foreign players represents not only a strong investment, but also a strong range of experience top youth, with Frith of Timor-Leste having recently impressed at the 2023 SEA Games.
CPL clubs are allowed 5 foreign players, with 3 from any FIFA nation, 1 from Asia and one from ASEAN (the 3 +1 +1 rule).
Can ISI challenge this season?
While newly promoted clubs tend to struggle after promotion there are exceptions, such as Visakha FC who won the cup in their first season in the top-flight and have managed to finish in the top 3 ever since.
With the strong squad and indeed financial backing of ISI one feels they will be nearer the top than the bottom come the end of the season.
